This is the changelog of the Xiaopoxian Knowledge Network. It has two parts: a timeline of rule changes from 2024 to 2027 affecting Singapore and Hong Kong insurance and wealth content, and the network's own version and correction history. If you have read a page in the network and want to know whether its rules have changed since, look up the date here first, then go to the affected sister site. All statuses are as at 24 October 2026; dates follow the issuing institution's original text, and sources are given in each entry and in the sources list.
How to read this log
Three statuses:
| Status | Meaning | How the network writes it |
|---|---|---|
| In force | The rule applies from the official date | Described in the present tense, with the effective date |
| Announced, not yet in force | Formally announced by the institution, with an effective date in the future | Described in the future tense and labelled "announced, not yet in force" |
| Expected | The institution says it "expects" or "plans" to implement at a certain time | Written as "expected", not treated as settled fact |
Three reading notes:
- This log includes only changes supported by Tier 1 (official primary) and Tier 2 (industry guidance) sources. Rules reported only by law firms or the media, where the original text has not been seen, are excluded or have the nature of their source clearly stated.
- "Affected sites" lists the sister sites that need corresponding updates, so readers can go back and check the relevant pages; it does not mean all those sites have been revised, and each page's
updateddate is the guide. - Earlier rules that still apply also matter for reading. For example, the cap of 4.25% p.a. and floor of 3.00% p.a. on illustrated rates for Singapore-dollar participating policies have applied since 1 July 2021 (LIA) and remain the benchmark for reading benefit illustrations; see Topic Map (Part 1).
2024: consumer protection and conduct standards
| Effective / issue date | Change | Institution | Status | Affected sites |
|---|---|---|---|---|
| 2024-04-01 | Deposit insurance limit for Singapore-dollar deposits raised from S$75,000 to S$100,000 per depositor per Scheme member | MAS (announced 22 September 2023); SDIC | In force | savings.sg, bankaccount.sg |
| 2024-05-30 | Guidelines on Fair Dealing (FSG-G04) take effect, replacing FAA-G11, with scope extended to all financial institutions | MAS | In force | xiaopoxian.com.sg, whole network (methodology) |
| 2024-07-01 | FIDReC cap per adjudication award raised from S$100,000 to S$150,000 (for disputes lodged from this date); lodging and mediation are free, with a S$50 case fee for individuals at the adjudication stage | FIDReC | In force | xiaopoxian.com.sg, insurancesg.si |
| 2024-10-15 | MOH accepts the MediShield Life Council's recommendations: claim limit per policy year raised from S$150,000 to S$200,000, with premiums and deductibles adjusted in phases | MOH | Announced, implemented in phases from April 2025 | xiaopoxian.com.sg, insurancesg.si, hnwi.sg |
What this year's changes mean for reading: The 2024 changes centred on "what happens when something goes wrong". With the deposit insurance and FIDReC limits raised, any older page in the network still showing S$75,000 or S$100,000 is out of date. FSG-G04 extended fair dealing requirements to all financial institutions, and the "clear, relevant and timely information" writing requirement in this network's methodology takes it as its reference. The MediShield Life review was announced in 2024, but implementation runs across 2025 to 2027, so it appears again in the years below.
2025: illustration rules, critical illness definitions and adviser standards
| Effective / issue date | Change | Institution | Status | Affected sites |
|---|---|---|---|---|
| From 2025-04-01 | New MediShield Life benefits and MediSave limits implemented in phases, with the first phase of changes to the inpatient deductible; premiums adjusted over three years from April 2025 (to March 2028) | MOH | In force (phased) | xiaopoxian.com.sg, insurancesg.si, hnwi.sg |
| 2025-07-01 | Hong Kong IA practice note on caps on illustrated rates for participating policies takes effect: the customer's internal rate of return implied in benefit illustrations is capped at 6.0% for Hong Kong-dollar policies and 6.5% for non-Hong Kong-dollar policies, with no limit on what insurers actually pay | Hong Kong IA | In force | wholelife.hk, insurancehk.si |
| 2025-09-25 | MAS issues the Guidelines on Standards of Conduct for Digital Advertising Activities (effective 25 March 2026) and, jointly with ASAS, guidance for content creators | MAS; ASAS | Issued | Whole network (methodology) |
| 2025-10-01 | Products using the LIA 2019 critical illness definitions withdrawn from sale, replaced by the 37 critical illness definitions in the Critical Illness Framework 2024 | LIA | In force | term.com.sg, wholelife.com.sg |
| 2025-12-29 | Revisions to MAS financial adviser Notice FAA-N16 and the Balanced Scorecard Notice FAA-N20 take effect | MAS | In force | xiaopoxian.com.sg, vul.com.sg |
What this year's changes mean for reading: The switch in critical illness definitions is the change most easily overlooked. Products sold from 1 October 2025 use the new definitions, while readers' existing policies are still claimed under the definitions in force when they were bought, so check the version before comparing old and new policies. The change to Hong Kong's illustration rate caps affects only point-of-sale illustrations for Hong Kong policies; it is set on a different basis from Singapore's cap and cannot be compared directly.
2026: medical riders, digital advertising and CRS amendments
| Effective / issue date | Change | Institution | Status | Affected sites |
|---|---|---|---|---|
| From 2026 | Annual growth rate of CareShield Life payouts raised from 2% to 4% for 2026 to 2030, to be reviewed after 2030 (MOH, 27 August 2025); claimants from 2026 receive S$689 a month (CPF Board) | MOH; CPF Board | In force | xiaopoxian.com.sg, hnwi.sg |
| 2026-03-25 | Guidelines on Standards of Conduct for Digital Advertising Activities take effect, applying to financial institutions and the third parties they appoint (including online content creators) | MAS | In force | Whole network (methodology) |
| 2026-04-01 | Newly sold Integrated Shield Plan (IP) riders may no longer cover the minimum co-payment set by MOH; those who bought old-style riders from 27 November 2025 must switch to compliant riders at their first renewal after 1 April 2028 | MOH | In force | xiaopoxian.com.sg, insurancesg.si, hnwi.sg |
| 2026-06-01 | S$500 MediShield Life outpatient deductible introduced, payable in full from MediSave (MOH moved the date from 1 January 2026 to 1 June 2026) | MOH; CPF Board | In force | xiaopoxian.com.sg |
| 2026-07-31 | MAS issues circular FDD Cir 05/2026 on tax incentive schemes for funds (including 13O/13U conditions) | MAS | Issued | vccfund.sg, sgvcc.com |
| 2026-08-11 | IRAS publishes the CRS amendment regulations and the fifth edition of its CRS e-Tax Guide | IRAS | Issued | hnw.sg, vul.sg, bankaccount.sg |
| Page as at 2026-09-17 | The MAS Investor Alert List no longer publishes the names and online identifiers of those impersonating MAS-regulated entities, and instead reminds the public to verify through official channels (no start date announced) | MAS | Implemented | Whole network (verification tools) |
What this year's changes mean for reading: Medical insurance saw the most change in 2026. The new IP rider rules apply to riders sold from 1 April 2026; riders bought before 27 November 2025 do not have to be switched, and insurers' arrangements for existing policies are as set out in their own notices (MOH, 26 November 2025). The change to the Investor Alert List means that "not finding an impersonator on the list" no longer tells you anything; verification should go back to the MAS Financial Institutions Directory and the institution's official website.
Announced, not yet in force, and expected changes
The following entries were not yet in force as at 24 October 2026; wherever the network mentions them, it uses the future tense and states the status.
| Date | Change | Institution | Status | Affected sites |
|---|---|---|---|---|
| 2027-01-01 | Amended CRS requirements take effect | IRAS | Announced, not yet in force | hnw.sg, vul.hk, bankaccount.sg |
| 2027-01-01 | Minimum monthly salary for new Employment Pass (EP) applications rises: from S$6,000 for most sectors and from S$6,600 for financial services (rising with age); applies to renewals for passes expiring from 1 January 2028 | MOM | Announced, not yet in force | hnwi.sg, insurancesg.si |
| 2027-04-01 | Second phase of changes to the MediShield Life inpatient deductible (an increase of at most S$1,500 across both phases, with each phase's amount as published by MOH) | MOH | Announced, not yet in force | xiaopoxian.com.sg, insurancesg.si |
| 2028 | Singapore expected to begin exchanging information under the amended CRS | IRAS | Expected | hnw.sg, vul.hk |
| 2028-03 | End of the three-year MediShield Life premium adjustment period | MOH | Announced | xiaopoxian.com.sg |
| 2028-09-30 | Current administrator contract (Great Eastern Life) for the Dependants' Protection Scheme (DPS) expires | CPF Board | Current contract runs to this date | term.com.sg |
Writing convention: on or after the day each rule takes effect, affected pages switch to the present tense, and a "rule in force update" entry is added to the version history below. If an institution postpones or changes a date (as with the outpatient deductible moving from 1 January 2026 to 1 June 2026), the latest original text prevails and the change is noted in this table.
Network version history
The version history records only releases, corrections and consistency updates that have already happened; it does not announce unfinished versions.

| 2026-10-24 | Site availability | The English-language HNW solutions site is not yet open, and bankaccount.hk is on hold; for now, the corresponding pages on hnwsolution.sg and privatebanking.hk stand in, and their opening will be recorded here |
How corrections are logged: when a figure or rule statement on a page is confirmed to be wrong, the original page is amended, its updated date is changed, and a new row is added to this table stating the date, the correction and the affected sites. The correction process and review cycle are described in the methodology. If you spot content that is out of date or wrong, you can let us know through the contact details on this site, and it will be handled through the process above once verified.
